Thomas Pesnicak was a member of the Professional Air Traffic Controllers Organization (PATCO) and served as president of Local 204 in Leesburg, Virginia. In August of 1981, Pesnicak was fired alongside approximately 11,000 other PATCO members for participating in an illegal strike against the federal government. Chet Kisling (born 1943) worked as an air traffic controller at the Atlanta Air Route Traffic Control Center in Hampton, Georgia.
