Scope and Content of Part Two
This series contains the typescript hearings of approximately 500 cases, covering the above years and employing the following format: "In the Matter of Arbitration Concerning [X] Between Company [X], City, State and Union, Local No. [or other identifier], Arbitrator: [Crane], Re: [specific legal code], Hearing: [date, location, city and state], Post Hearing Brief Filed by the Company on: [date], Grievance [number], Filed: [date], Appearances: For the Union [list, typically containing local union officers, `Grievant[s],' and `Witness[es]' [and] For the Company: [list, typically containing company's] Attorney, Personnel and Plant Managers [and] Shop Supervisor." This "cover sheet" is followed by specific sections of Crane's narrative including "Background," which describes the basic facts of the grievance and its legal history to the hearing's date, plus any "stipulations" the actual "parties" have made to the "issue" at hand. This "statement of the issue" sets out in question form how the grievance relates to the actual contract or agreement language, which is then directly quoted. The following sections, "Position of the Union" and "Position of the Company," give in digest form the points of view of both parties as presented at the actual hearing, and they are followed by the "Arbitrator's Opinion," a section carefully outlining the dispute, rationale and bases for Crane's final opinion. The actual "Award" section briefly states whether or not the company's actions were "proper," citing the agreement or contract area applicable, and whether or not the grievance is denied or awarded. Finally, there is a signature line, "Donald P. Crane," and the date of the decision.
The arbitration cases are arranged by year and chronologically within each box, with the inventory listing all cases by the disputants, including full company and union names. Accepted union abbreviations are employed, generally following the first appearance, in the inventory. Some labor arbitrator periodical reports appear at the end of each box, including the article, "Labor Arbitrators' Performance: Views from Union and Management Perspectives," co-authored by Crane and John B. Miner for Journal of Labor Research, Volume IX, Number 1, Winter 1988. In the final box of the collection are scattered copies of [For Your Confidential Information] Industrial Relations Newsletter, Employer - Employee Relations, and Georgiagram, all published by the Georgia Chamber of Commerce.
