Scope and Contents of the Sound Recording

In this recording, the National Federation of Federal Employees (NFFE) local 1023 President James W. "Jim" White documents for the national organization the complaints of union members working in the civil service with the U. S. Navy in Guam. White outlines a list of labor complaints and the local's attempts to communicate the complaints to the Department of Defense and Congress. A major issue is that the Navy is hiring Filipino contract employees instead of American union members for some positions.
