Scope and Contents of the Sound Recording
In this recording, the National Federation of Federal Employees (NFFE) local 1023 President James W. "Jim" White asks questions in an open, taped letter to NFFE President Luther Steward about challenges for federal employees in Guam. Issues include post differential, disability insurance, rising housing and food costs, difficulty of taking leave in the States, and contract disputes. White proposes training Guamanians through a mechanic apprentice program over hiring Filipino contract laborers. He notes that very little keeps civil servants on Guam other than the cost of breaking their contracts. He hopes that Steward approves of communicating with tapes rather than typed letters because of the shortage of stenographers on Guam.
