After the collapse of the Soviet Union and its satallite states in Eastern Europe, the Republican Party sent political operatives to tutor leaders in the former Eastern Bloc in the ways of western-style democracy and organizing. Miller served in Poland.

This series contains political correspondence with the Republican National Committee and Georgia Republican parties as well as smaller grpups within each. It includes periodicals, invitations, resumes, campaign handbooks/mauals, newsclippings, photographs, leadership rosters, and correspondence.
