Jacobs sat on the Georgia Humanities Council from 1981-1987. He served as director and as the legal counsel for the GHC in a case involving Frank B. Hubby V. Historic Savannah Foundation Inc, Georgia Endowment for the Humanities Inc; Georgia Semiquincentenary Commission. This was a civil action suit brought on by Dr. Hubby after he was denied the opportunity to make a speech at the 250th anniversary of Savannah celebration.
