Historical Note
In 1954, contract negotiations stalled between the general office of the International Ladies Garment Workers Union (ILGWU) and its staff, members of Office Employees International Union (OEIU), Local 153. Both ILGWU and OEIU were affiliates of the American Federation of Labor (AFL). AFL President George Meany asked Elmer E. Walker, a prominent trade unionist and general vice president of the International Association of Machinists, to arbitrate the unusual conflict. Walker, assisted by George Brown from Meany’s staff, chaired the proceedings in January 1955, and handed down a decision in March. Walker later served as the IAM’s general secretary treasurer (1959-1965).
