Scope and Content of the Series I: President's Files

The collection consists of the records of the Professional Air Traffic Controllers Organization from 1968-1982. The President's Files (1968-1972) include correspondence of the president, executive vice-president, and regional vice-presidents, as well as minutes, resolutions and subject files. They also include minutes, resolutions, executive board meetings, chronological files, correspondence, reports, newspaper clippings and printed materials. These are the files of the president, from Leyden to Eads, as well as the president's secretary. Subjects include the organizational history, the 1978 national slowdown, job actions, the reclassification system of air traffic controllers, as well as the general business of the organization.

The series also documents such committees as Safety, Training and Personnel, and Constitution. Materials include financial records, collective labor agreements, publications, local union records, and voting records. The records reflect the organization's efforts in improving the working conditions of air traffic controllers including wages, better pension plans, and shorter work hours.

Collection is open for research use. Access to materials with personal or sensitive information is restricted for 75 years from the date of creation.

Historical Note

Although PATCO officially organized in 1968, the membership did not elect its first president until 1969. During its first year of operation, Michael Rock served as chair of the executive board and Herman Meyer was executive director. In 1969, James E. Hayes was elected as president for a one-year term. John F. Leyden, Robert E. Poli and Gary W. Eads would also serve as president of the organization.
