Scope and Content of the Subseries

In the first subseries, files remain in their designations, i.e. Airline Industry, in the original groupings used by BUA, Inc. and Usery himself. Within these larger sections of the subseries, files are arranged chronologically, if the integrity of the groupings can be maintained. If a grouping such as Airline Industry or American Productivity Center has many folders as a designation, the titles identify the contents as completely as possible, as in, Airline Industry-Report by BUA, Major Labor Issues in the Airline Industry for U. S. Department of Labor, December 1985, and American Productivity Center-Notebook, Founding Documents, January 1978. Many of the files in Series VII contain material actually used by Usery in conducting his business as a member of the Board of Directors, American Productivity Center; Commissioner and Co-Chair of the Secretarial Advisory Commission to Examine Coal Industry Health Benefits from UMWA Benefit Plans, January 1990, known herein and popularly as the Coal Commission; and as Co-Chair and Commissioner of the Commission on the Future of Worker-Management Relations. Usery's activities on the Coal Commission, Commission on the Future of Worker-Management Relations, and the National Research Council Manufacturing Studies Board involved extensive fact-finding components followed by the preparation of a final, official report. The correspondence, written submissions, and hearing transcripts in this subseries reflect the contemporaneous and diverse views of the commissioners and board members, union and industry leaders, academics, and interested citizens. Draft reports and the correspondence surrounding them offer unique insight into the workings of groups at the apex of American decision-making.
