Consists of correspondence of E.T. Kehrer with Carolyn M. Kilpatrick regarding a funding proposal for Family Advisory Service, an organization intended to provide counseling, legal aid, and financial planning assistance to working families. Kehrer notes that unions had begun seeking such services for their members, and suggests that the proposal be rewritten to emphasize services to beneficiaries of the Comprehensive Employment and Training Act (CETA). Also includes the Family Advisory Service proposal.
