Consists of correspondence of E.T. Kehrer with individuals involved in employment and training programs in South Carolina. Topics include Kehrer's efforts to organize labor representatives to discuss development of a Labor Education Advancement Program (LEAP) projects in South Carolina, meetings between state AFL-CIO representatives and African American activists, and progress reports from the Columbia Urban League's LEAP project. Also includes assorted materials related to employment and training programs in Alabama and Georgia.
