Consists of correspondence of E.T. Kehrer with individuals involved in the Atlanta Employment and Training Advisory Council (ETAC), a committee created to oversee projects funded under the 1973 Comprehensive Employment and Training Act. Topics include complaints over the removal of E.T. Kehrer and fellow AFL-CIO representative Walter Rucker from ETAC due to non-residence in the city of Atlanta, and over ETAC's rejection of a union-backed plan for directing minority workers to MARTA construction projects.
