Consists of documents related to the Labor Education Advancement Program (LEAP) project of the Atlanta Urban League, particularly a planned expansion of the program with the support of the North Georgia Building and Construction Trades Council, contractors' associations, and African-American community organizations ("Atlanta Plan"). Also includes documents criticizing Atlanta LEAP Director Lloyd X. Smith for involvement with a non-union contracting company.
