Consists primarily of correspondence of E.T. Kehrer with Morris Blake, Secretary-Treasurer of the Tampa Building and Construction Trades Council, regarding the Tampa Labor Education Advancement Program (LEAP) project developed by the Tampa Urban League and local unions. The major topic is a 1969 labor dispute between Blake and Tampa LEAP Executive Director Augusta Marshall.
