Consists primarily of correspondence of E.T. Kehrer with Morris Blake, Secretary-Treasurer of the Tampa Building and Construction Trades Council, regarding the Tampa Labor Education Advancement Program (LEAP) developed by the Tampa Urban League and local unions. The major topic is a 1969 labor dispute between Blake and Tampa LEAP Executive Director Augusta Marshall.
