Scope and Content of the Series
Jacobs sat on the Georgia Humanities Council from 1981-1987. He served as director and as the legal counsel for the GHC in a case involving Frank B. Hubby V. Historic Savannah Foundation Inc, Georgia Endowment for the Humanities Inc; Georgia Semiquincentenary Commission. This was a civil action suit brought on by Dr. Hubby after he was denied the opportunity to make a speech at the 250th anniversary of Savannah celebration. He claimed a violation of free speech and tried to have the celebration stopped. Litigation took over two years and three appeals were file to the 11th Circuit Court of Appeals and to the Supreme Court. He lost and was ordered to pay $14,528 to the Georgia Endowment and nearly $6,000 to the Historic Savannah Foundation. Papers in this collection include correspondence, publications, and legal documents.
