Scope and Content of the Collection

The collection consists of background material consulted when Representative Stephanie Stuckey Benfield drafted and cosponsored the Equity in Sports Act of 2000 in Georgia, such as other states' laws and reporting mechanisms, information, court cases, and regulations about Title IX. Also included are meeting notes, promotional material, mark ups of the bill, copies of numerous news articles and editorials, letters of support from constituents and others in government, letters from organizations affected by the legislation, letters from legal counsel about specific provisions of the bill. The collection contains the results of a survey of Georgia voters about the issue of gender equity in sports and a small amount of materials about past efforts in Georgia to pass legislation in the area.

Biography of Stephanie Stuckey Benfield

Stephanie Stuckey Benfield served as the representative for the 85th District of the State of Georgia from 1999-2013. She is a native Georgian and the third generation of her family to be in public service in Georgia. Representative Stuckey Benfield has authored legislation to lower property taxes on seniors, mandate equal treatment for girls' pubic school athletic programs, access to medical records, and reform child custody law. She is a resident of Decatur, Ga. and is married to Robert Benfield, Jr. They have two children.

Historical Note About Title IX:

Title IX of the Education Amendments of 1972 is a comprehensive federal law that prohibits discrimination based on sex in education programs and activities that receive federal funds. Under Title IX, Georgia public schools were already required to provide equal sports opportunities for female students. However, the Equity in Sports Act further solidified Title IX requirements by providing for additional reporting and enforcement at the state level. The Equity in Sports Act passed both the House and Senate in the Georgia General Assembly, and Governor Roy Barnes signed the bill into law on March 15, 2000 and the law came into effect on July 1, 2000.
