Consists of correspondence of E.T. Kehrer with individuals involved in the Joint Apprenticeship Program in North Carolina. Topics include minority labor statistics in the building trades in North Carolina, organizational disputes between the state Joint Apprenticeship Program office and local branches, and the response to a 1970 incident in which an African American construction apprentice in Wilmington, North Carolina reported harassment and an assault by fellow workers.
