Interviewed by Harvey Newman. In this interview, Lynnette Young discusses her role in helping make Atlanta city government more functional and efficeint. She begins by discussing budget cuts and efficeincy seeking as they compete with the city's ability to meet the mandates of the law and the expectations of the public. She covers the Bane Company's extensive pro-bono work for the city in this area. She then moves on to economic development and strategic planning. Finally she covers the process of, and difficulties in, developing human capitol, both as a public policy and as a practice within departments.

Biographical Note
Lynnette Young graduated from the University of Maryland in 1975. She became the Chief Administrative Officer for Baltimore in 1988, where whe worked until 1999. She then became the owner and CEO of Damespointe Partners, but returned to government work in 2003 under Mayor Franklin as Atlanta's Chief Operations Officer. She held that position until 2007, when she founded Sustainable Atlanta. In 2010 she returned to Damespointe Partners, where she still works today.
